Masyarakat Sivil Palestin Menyeru untuk Boikot, Divesmen (Pembatalan Pelaburan) dan Sekatan terhadap Israel Sehinggalah ianya Akur dengan Undang-undang Antarabangsa dan Prinsip Universal Hak Asasi Manusia

Setahun selepas peristiwa bersejarah Advisory Opinion (Pendapat berbentuk nasihat)  oleh Mahkamah Keadilan Antarabangsa yang mendapati Tembok Pemisah yang dibina Israel atas tanah pendudukan kawasan Palestin sebagai tidak sah; Israel tetap meneruskan pembinaan Tembok Pemisah yang bersifat kolonial itu dengan pengabaian penuh kepada keputusan Mahkamah.Tiga puluh lapan tahun dalam pendudukan Israel terhadap Tebing Barat Palestin (termasuk Timur Baitul Maqdis), Semenanjung Gaza dan Bukit Golan kepunyaan Syria, Israel terus mengembangkan koloni-koloni Yahudi. Ia telah merampas terus Timur Baitul Maqdis serta Bukit Golan dan kini secara de facto merampas sebahagian besar Tebing Barat melalui Tembok Pemisah. Israel juga sedang bersedia - di sebalik bayangan penarikan kembali perpindahan dari Semenanjung Gaza -  untuk membina dan mengembangkan koloni-koloni di Tebing Barat. Lima puluh tujuh tahun selepas negara Israel dibina di atas tanah yang kebanyakkannya telah melalui pembersihan etnik keatas pemilik-pemilik Palestinnya, majoriti masyarakat Palestin sekarang merupakan pelarian, ramai dari mereka yang tidak mempunyai negara (stateless). Tambahan pula, sistem Israel yang bersifat diskriminasi terhadap rakyat Arab-Palestinnya sendiri masih lagi berdiri kukuh.


Di atas pencabulan berterusan terhadap undang-undang antarabangsa oleh Israel; dan

Kerana, sejak tahun 1948, ratusan resolusi PBB telah mengutuk keras kolonial dan polisi berunsur diskriminasi Israel sebagai tidak sah dan memanggil untuk penyelesaian yang cepat, cukup dan efektif; dan

Kerana semua cara campur tangan antarabangsa dan proses keamanan sehingga sekarang gagal untuk meyakini atau memaksa Israel untuk akur terhadap undang-undang kemanusian, untuk menghormati hak asasi manusia yang asas dan untuk menghentikan pendudukan dan penindasannya kepada orang-orang Palestin; dan

Di atas fakta bahawa mereka yang memiliki hati nurani dalam masyarakat dunia sudah terbukti dalam sejarah menanggung bersama tanggungjawab moral untuk melawan ketidakadilan, seperti yang disaksikan dalam usaha untuk menghapuskan aparteid di Afrika Selatan melalui pelbagai bentuk boikot,divesmen dan sekatan; dan

Diinspirasi oleh perjuangan rakyat Afrika Selatan melawan aparteid dan dengan semangat solidariti antarabangsa, konsistensi moral dan penentangan kepada ketidak adilan dan penindasan;

Kami, wakil-wakil masyarakati sivil Palestin, menyeru keatas organisasi-organisasi masyarakat sivil antarabangsa dan mereka yang prihatin di seluruh dunia untuk mengenakan boikot yang meluas dan memulakan implementasi  divesmen terhadap Israel seperti apa yang dikenakan keatas Afrika Selatan pada era aparteid. Kami memohon kepada anda untuk memberi tekanan keatas negara anda untuk mengenakan embargo dan sekatan keatas Israel. Kami juga menjemput rakyat Israel yang berhati perut untuk menyokong panggilan ini, demi keadilan dan keamanan yang tulen.

Sukatan-sukatan yang bukan berbentuk keganasan ini perlu di kekalkan sehinggalah Israel akur akan kewajipannya untuk mengiktiraf hak orang-orang Palestin untk menentukan nasib sendiri dan sepenuhnya mematuhi undang-undang antarabangsa dengan :


  1. Menghentikan pendudukan dan penjajahan keatas semua tanah orang Arab dan merobohkan Tembok Pemisah.
  2. Mengiktiraf hak asasi rakyat Arab-Palestin di Israel untuk mendapat kesamarataan yang penuh; dan
  3. Menghormati, melindungi dan mempromosi hak-hak pelarian Palestin untuk kembali ke rumah dan hartanah mereka seperti yang digariskan dalam Resolusi 194 PBB.

Parti-parti politik, gerakan-gerakan pekerja, persatuan-persatuan, pakatan-pakatan dan organisasi-organisasi Palestin dibawah yang mewakili tiga bahagian utama orang-orang Palestin; Pelarian-pelarian Palestin, Masyarakat Palestin dibawah pendudukan Israel dan rakyat Palestin di Israel.
